Personal Representative: Last Friday, the International Criminal Court issued an arrest warrant against Russian President Vladimir Putin for declaring war against Ukraine. But the Russian president is not paying attention to that warrant. He appeared in Crimea on Saturday with an arrest warrant. On Sunday morning, he reached the city of Mariupol in Ukraine under the control of the Russian army. Besides visiting different places of the city, he also spoke to the local residents.

Russian President Vladimir Putin declared war on Ukraine on February 24 last year. Fighting has been going on for more than a year between the armies of the two countries. Meanwhile, the Russian army has occupied several cities of Ukraine including Luhansk, Donetsk. Russia has even recognized those regions as its territory through a referendum. Last January, the Russian troops occupied the city of Mariupol by overpowering the Ukrainian troops.

And Putin visited Mariupol for the first time after coming under the control of Russian troops. He also visited an apartment building in the Nevsky district and spoke to local residents. The Russian president has also promised to rebuild Mariupol, which has been destroyed by the war. He assured that construction of health centers will be given priority along with educational institutions.
